A primary responsibility of the National Oceanic and Atmospheric Administration (NOAA) is to guide the conservation and management of coastal resources by encouraging well-planned and revitalized communities that sustain coastal economies, are compatible with the natural environment, minimize the risks from natural hazards, and provide access to coastal resources for the public's use and enjoyment. NOAA, a bureau of the Department of Commerce, has been a partner of the Smart Growth Network since 1999.

Smart Coastal Growth Projects and Activities. As part of its efforts to link people, information, and technology, NOAA’s Coastal Services Center is developing tools and conducting outreach and training to assist communities in planning effectively for growth.

NOAA’s Office of Ocean and Coastal Resource Management (OCRM) works with state coastal management programs to support a variety of smart growth activities in coastal communities.
 
NOAA’s National Sea Grant College Program Office (Sea Grant) is a national network of 29 Sea Grant Colleges and institutional programs sharing research, outreach, and education to solve old problems and explore new uses for the world's marine, Great Lakes, and coastal resources.
