PIVOT Partners and Resources

  • Tillamook Bay National Estuary Project - One of 28 National Estuary Projects across the country. The mission of this project is to protect and restore the health of estuaries while supporting economic and recreational activities. The Comprehensive Conservation and Management Plan (CCMP) developed by the Tillamook Bay National Estuary Project Management Committee can be downloaded from this site.
  • Tillamook County Performance Partnership - This partnership is a 120-member consortium of community leaders, state and federal agencies, industries, municipalities, and private citizens with a common goal of environmental restoration and economic development for Tillamook County.
  • NOAA Coastal Services Center - Housed under the National Oceanic and Atmospheric Administration (NOAA) the mission of this organization is to foster and sustain the environmental and economic well-being of the coast by linking people, information, and technology. This is an excellent site for information about coastal management information and new technologies being used by coastal resource managers.
  • National Association of Counties (NACo) - At this site information about the Watershed Management and Wetlands Protection Project can be found. This project, funded by the U.S. Environmental Protection Agency (EPA), hopes to build awareness of watershed management and wetlands issues and provide technical assistance to counties.

Watershed and Estuary Links

  • EPA's Watershed Academy - This site contains a set of self-paced training modules that provide a basic introduction to watershed management. These modules contain slide shows, interactive exercises, downloadable documents, links to related sites, and self-tests to provide the user with an outstanding educational resource.
  • Michigan State University's Introductory Land & Water Learning Module - The purpose of this site is to enhance understanding of environmental data integration and analysis by using a self-paced approach. The module is divided into four submodules: geographic information systems, watershed approach, statewide data, and a decision case. A good Web site for introductory material on using GIS and watersheds.
  • National Estuary Program - Established in 1987 by amendments to the Clean Water Act, the goal of this program is to protect nationally significant estuaries. The National Estuary Program targets broad issues and focuses on involving local communities in developing restoration and enhancement plans.
  • EPA Wetlands Home Page - An excellent resource for information for all aspects of wetlands. This site provides information on wetland history, descriptions of various types of wetlands, wetland functions and values, wetlands and people, wetlands protection, and the status of America's wetlands.

Performance Measures and Indicators Literature

  • Oregon Progress Board - This Web site provides links to organizations or agencies in Oregon and across the country that are using benchmarks, performance measures, and indicators to determine progress toward specific goals.
  • The Oregon Coho Plan for Salmon and Watersheds - This site addresses the need to restore salmon populations to a sustainable level throughout Oregon. The plan focuses on four actions: coordination of state agencies, local involvement, monitoring progress, and corrective changes. This project is an interesting and ambitious attempt to restore Oregon's salmon resources.
  • Performance Pathways - Maintained by the U.S. General Services Administration's Office of Government-wide Policy, this site provides information related to the development and use of performance measures. Most of the material is policy related and not directly related to watersheds, but general information about the use and implementation of performance measures in government is provided.
  • Hart Environmental Data Indicators - Provides information about what indicators of sustainability are, how to identify good indicators, and how indicators can be used to measure progress towards sustainable communities. A training course can be downloaded that describes how to develop and use indicators. This is a very informative Web site.
  • Chesapeake Bay Program Environmental Indicators - This site provides slide shows of the types of environmental indicators used for the Chesapeake Bay Watershed and what these indicators are revealing about the health of this ecosystem. The final slide show provides information of progress towards a healthier Chesapeake Bay.

Habitat

  • Oregon Department of Fish and Wildlife (ODFW) - This is the home page of the ODFW, whose mission is to protect and enhance Oregon's fish and wildlife and their habitats. The site provides news and bulletins and information on commercial and recreational fishing, wildlife, habitat, and education programs.
  • Northwest Steelheaders: Sandy River Chapter - This site contains information about the projects this chapter of the Northwest Steelheaders are working on to educate individuals and enhance Steelhead habitat. Information about the salmon problems and political implications in Oregon is also provided at this site.
  • StreamNet Annual Report: Report on the Status of Salmon and Steelhead in the Columbia River Basin - 1995 - This report combines information and data from various sources into a comprehensive report on the status of anadromous fish runs in the Colombia River Basin. This project was funded by the Bonneville Power Administration as part of its program to protect, mitigate, and enhance fish and wildlife affected by the development and operation of hydroelectric facilities on the Columbia River and its tributaries.
  • Pacific States Marine Fisheries Commission Habitat Education - Habitat education is just one component of what the Pacific States Marine Fisheries Commission does. This commission does not have regulatory or management authority; however, it promotes policies and actions directed at conservation, development, and management of fishery resources of the Pacific Northwest and Alaska. A great site for fact sheets about Pacific Northwest fish species.

Water Quality

  • Oregon Department of Environmental Quality (DEQ) Water Quality Monitoring Home Page - This site provides links to DEQ's water quality program, water quality information by subject area, and water quality monitoring information as well as links to water quality information outside Oregon DEQ.
  • Oregon DEQ Water Temperature Standards Fact Sheet - This site explains the importance of stream temperature standards and how they are determined. It also describes activities that can impact the temperature of streams.
  • The Oregon Water Quality Index - Developed by the Department of Environmental Quality, this index describes what types of water quality data are collected and analyzed. This site also provides statewide annual and summary reports in addition to summary reports for various basins in Oregon.
  • STORET System - EPA's largest computerized environmental data system - This site contains information about the STORET repository for water quality, biological, and physical data. STORET is a database management system that contains data from 1999 to present for all 50 states, U.S. territories and jurisdictions, along with portions of Canada and Mexico. Instructions on downloading and system requirements are provided at this site.
  • USGS Water Quality Information Pages - Home page for the United States Geological Survey (USGS) Office of Water Quality, this agency provides leadership and coordination of programs that aim to protect the nation's surface and ground water. At this page one can find information and links to USGS water quality programs, publications, data, laboratories, and techniques.
  • Watershed Health of the Wilson-Trusk-Nestucca Watershed from EPA - This site shows the health of the Wilson-Trusk-Nestucca Watershed as determined by EPA's Index of Watershed Indicators (IWI). The IWI produces a score for watersheds based on condition and vulnerability indicators. This is a very interesting site, and one well worth exploring!

Sedimentation/Erosion

  • Oregon Department of Forestry - This home page provides various types of information about Oregon's forests. Several informative sections on protection from fire, state forests management, the Northwest Oregon area, news releases, and publications are found at this site.
  • Tillamook County Soil & Water Conservation District - This site gives a short history of the Tillamook County Soil and Water Conservation District and its objectives. The majority of the site contains information about projects this organization currently is working on to promote the conservation and wise use of Tillamook County's natural resources.
  • Turbidity Fact Sheet - This site is part of the North Carolina State University WATERSHEDDS decision support system for nonpoint source pollution control. It provides background and reference information on turbidity and other water quality indicators.
