Preliminary Performance Mapping for Flooding Action 03

The preliminary performance maps shown here are examples captured from the "Maps in Action" section. The geographic information system (GIS)book maps store information recorded by the Tillamook County Department of Community Development on structures that have participated in the elevation program. PIVOT's interactive flooding maps allow the user to select and view the success of specific elevated structure projects. Flooding Maps in Action provide a starting point for exploring with GIS the performance of CCMP Flooding Action 03 (Fld-03).

The FEMA-designated 100-year flood zone flood zone icon is shown, as are homes elevated house icon that were elevated through the efforts of CCMP Flooding Action 03. It is helpful to see these actions in spatial relationship to the problems they address.

Since the Tillamook Bay Watershedbook CCMP is in the early stages of implementation, the data are not complete. However, even with preliminary data, the signs of success are becoming apparent.


 

elevated house photo and info table Mapped locations of raised homes are tied to information on elevation date and flood damage in a geographic information system (GIS). Damage reported from the devastating 100-year flood of 1996 (before structures were elevated) can be compared with flood damage reports after elevation (Tillamook experienced 100-year floods in 1998 and 1999 as well). The table to the right shows an example of this simple and readily available data tied to one mapped location. This type of information can illustrate the success associated with individual structures. To view a photograph of an elevated structure, place your mouse over the word yes in the information table.
 

Assessing Performance in the Long-Term

hypothetical flood extent map The same type of spatial information expanded to neighborhoods, rather than individual houses, could be used to measure the success of flood protection efforts throughout the community. Other data layers developed to help measure performance might include the following:

Mapped cow refuge pads and the damages avoided to dairy farms by their use could also be documented. These are examples of any number of additional data layers that could be developed for further performance analysis.
