Step 1a: Identify hazards.

Determine which hazards you will evaluate in your vulnerability assessment. This can either be a comprehensive list of hazards posing some threat to the community or a more limited list of specific hazards for which you are planning.

Step 1b: Establish relative priorities for your hazards.

Use factors such as probability, magnitude, or potential impact areas to help you establish priorities for dealing with hazards and identifying hazard mitigation options.

Example:
(Frequency + Area Impact) x Potential Damage Magnitude = Total Score
