Below is information for the housing (H-xxxxxxxx.dbf) file. Each
field name and expected values are described below.
This information is used to generate an Initial Damage Assessment -
Housing Losses (EM39 REV.9/90)
form required by the Federal Emergency Management Agency (FEMA) for
emergency assistance.

Rec_num
Explanation
Each row of information entered has a unique ID number based on date
and record number. For example, the first record entered on May 4,
1999, will have a rec_num = 050419991. The fifth record entered on the
same day will have a rec_num value of 050419995. This number is
automatically generated by the application.

Explanation
Pid represents the parcel (or property) identification. This is one
of the four values that will be populated automatically from the
user's parcel database. It represents a unique identification
number that usually comes from a land record, or tax assessors
database.

Explanation
Address represents the street address of the assessed property. This
is one of the four values that will be populated automatically from
the user's parcel database.

Explanation
Landuse represents codes classifying a property. This field is
numeric but typically will represent classifications such as retail,
warehouse, and residential. This is one of the four values that will
be populated automatically from the user's parcel database.

Rcn
Explanation
Rcn is an abbreviation for Replacement Cost New. Rcn represents
the monetary value of the structure. This is one of the four values
that will be populated from the user's parcel database. If the
property value is not in the database the user will be informed of
this and will be given the option to enter a value; if unknown the
system will automatically code the Rcn value -9999.

Percent
Explanation
Percent represents the percent of damage to the home, as determined
by the assessor.

Estloss
Explanation
Estloss represents estimated loss to the home. This value is taken by
multiplying the value of the home by the percent damaged. For example,
a home with a value (Rcn) of $100,000, estimated to have 10 percent
damage (Percent) will have an estloss value of $10,000. This
value is automatically generated by the application.

Home
Explanation
Home can contain one of three choices: primary, secondary, or no
entry. Primary indicates that the home is occupied more than 50
percent of the time by the owner. This information is entered by the
damage assessor.

Status
Explanation
The Status field will indicate whether the home was owned or
rented. This information is entered by the damage assessor. The
choices are rent, own or no-entry.

Damages
Explanation
The Damages field will have three choices. (1) "Minimum"
represents physical damages representing 10 percent or less of the
home's replacement cost or fair market value. Minimum damages are
those which will require minimal repairs to doors, windows, floors,
utilities, etc., to make the structure habitable again. (2) "major"
represents between 11 to 74 percent of the home's replacement cost or
fair market value; this includes a home with extensive damages to its
foundation, roof, and walls. (3) "Destroyed" is a property
that is uninhabitable and sustained damages equaling or exceeding 75
percent of the home's replacement cost or fair market value.
Reconstruction or relocation are the only options to restoring the
home to its original use. This information is calculated by the
application. This value is based on the percent of damage that is
entered with the tool during the assessment.

Explanation
Iso is an abbreviation for isolated. Even if the home may not have
sustained any physical damages, the structure is considered unusable
if the home is no longer accessible or if there is a lack of essential
utilities such as electricity or water. This field will contain a yes,
no, or no entry. This information is entered by the damage assessor.

H20 field will contain numbers representing water level (in feet) in
the event
flood waters entered the home. This information is entered by
the damage assessor.

Explanation
Home_ins is a field that contains information determining whether a
home has homeowners insurance or not. This field will contain a yes,
no, or no entry. This information is entered by the damage
assessor.

Explanation
Nfip_ins is a field that contains information determining whether a
home has flood insurance or not (national flood insurance program).
This field will contain a yes, no, or no entry. This information
is entered by the damage assessor.

Est_inc
Field Name
Est_inc represents estimated income. Based on guidance from the local
tax office this field should contain a determination of low, medium,
high, or no entry. The following ranges can be used as a guide. Less
than $15,000 = low, $15,001 to $50,000 = medium, greater than $50,000
= high. This information is entered by the damage assessor.

Prob_assiss
Field Name
This entry on the hard copy form should remain blank, for state use
only. The three choices are rt, hr, and no entry. Mark as no entry.

Selected
Field Name
Selected is a value generated by the application. The possible
choices are enmasse or solo. Enmasse indicates that multiple parcels
were selected and entered at the same time during the damage
assessment. Solo indicates only one property was selected at a time
and entered. This information is useful as it gives the assessor an
opportunity to re-visit the database and correct or update information
that was added when multiple parcels were processed at once. This
would be important as multiple parcels entered at once will have some
default values entered into the *.dbf file that perhaps would need to
be changed later.
