Below is information for the public assistance (PA-xxxxxxxx.dbf) file. Each field name and expected values are described below.

This information is used to generate an Initial Damage Assessment - Public Assistance (EM40 REV.9/90)
form required by the Federal Emergency Management Agency (FEMA) for emergency assistance.

Rec_num
Explanation
Each row of information entered has a unique id number based on date and record number. For example, the first record entered on
May fourth, 1999, will have a rec_num = 050419991. The fifth record entered on the same day will have a rec_num value of
050419995. This number is automatically generated by the application.

Pid
Explanation
Pid represents the parcel (or property) identification. This is one of the four values that will be populated automatically from the user's  parcel database. It represents a unique identification number that usually comes from a land records, or tax assessor's database

Explanation
Address represents the street address of the assessed property. This is one of the four values that will be populated automatically  from the user's  parcel database.

Explanation
Landuse represents codes classifying a property.  This field is numeric but typically will represent classifications such as retail,
warehouse, and residential. This is one of the four values that will be populated automatically from the user's  parcel database.

Rcn
Explanation
Rcn is an abbreviation for  Replacement Cost New. Rcn represents the monetary value of the structure. This is one of the four values that will be populated from the user's parcel database. If the property value is not in the database the user will be informed of this and will be given the option to enter a value, if unknown the system will automatically code the rcn value -9999.

Debris
Explanation
Estimate the total dollar cost to remove and dispose of debris.  The size of any one "site" is generally considered to be all the debris along one city block that can be brought to the right-of-way and hauled away. This information is entered by the damage assessor.  A code of  -9999  represents cost unknown. The entry for debris is broken into five categories: Hardwood, Softwood, Vegetative/Other, Construction, and HAZMAT. For Hardwood, Softwood & Vegetative/Other, there are individual entries for number of trees that are down. Each of the five categories has a box to enter the Average Cubic Yards. Each of the five categories has a box to enter Cost per cubic yard. Once these values are entered, they are multiplied together to obtain the total amount of damage for a particular type of debris. These totals are then added together. This is the value in the debris field in the Public Assistance file.

For example, three hardwood trees with an average cubic yard value of two at a cost of nine dollars for removal (Cost per cubic yard) will cost $54.00 (3*2*9 = 54). Three softwood trees with an average cubic yard measurement of one with a cost of nine dollars for removal will cost $27.00 for removal (3*1*9 = 27). Ten cubic yards of construction debris with a $10 Cost per cubic yard will equal $100 (10*10 = 100). The Total cost for debris removal will be $181.00 ($54.00[hardwood] + $27.00[softwood] + $100[construction] = 181). The damage assessment tool will perform the calculations and a value of 181 will be inserted into the database. If any value is unknown a -9999 should be entered and NO calculation will be performed. Debris will be calculated to -9999 alerting the

user that this value needs to be entered at another time when the cost of debris removal is known.

A separate *.dbf file will be created for each type of debris entered (hardwood, softwood, vegetative/other, construction, and HAZMAT) in the working directory. These files preserve the detailed information added by the user in the Public Assistance form. Each of these files contain the information described above as well as the parcel identification number (pid). All data accumulated on the same day for the same type of debris will be added to the same file. For example, if an assessor visits two public assistance facilities on June 23, and each facility has hardwood trees that need to be removed, then the number of trees, size of trees, cost per tree, and total cost for removal will be recorded in HW-06231999.dbf.

Hardwood debris is preserved in a file titled: HW-xxxxxxxx.dbf
Softwood debris is preserved in a file titled: SW-xxxxxxxx.dbf
Vegetative and similar debris is preserved in a file titled: VEG-xxxxxxxx.dbf
Construction debris is preserved in a file titled: CONSTR-xxxxxxxx.dbf
Hazardous material is preserved in a file titled: HAZMAT-xxxxxxxx.dbf

These files are not used by the application and are created solely for the user if he/she needs to examine details of debris removal entries.

Protc_mea
Explanation
Protec_mea contains a dollar value representing an estimate of expenses incurred for labor, equipment, and materials used in responding to the incident.  This information is entered by the damage assessor.  A code of  -9999 represents cost unknown. This field is titled protective measures on the hard copy form.

Roads
Explanation
Roads contains a dollar value representing an estimate of the damaged entity's road systems. This will include: pavement, subgrade, ditches, culverts, curbs, gutters, sidewalks, bridge abutments, wing walls, signs, etc.  This information is entered by the damage assessor. A code of -9999 represents cost unknown. This field is titled Roads, signs, and bridges on the hard copy form.

Explanation
Water contains a dollar value representing an estimate of  the damages to any flood control, drainage, and irrigation works including but not limited to: dikes, levees, drainage channels, drops, checks, siphons, flumes, gabions and catch basins.  This information is entered by the damage assessor.  A code of -9999 represents cost unknown. This field is titled water control on the hard copy form.

Bldgs_eqip
Explanation
Bldgs_eqip contains a dollar value representing an estimate of the damages to any hospitals, public libraries, penal, and public welfare institutions, public colleges and universities, police and fire stations, public offices, and recreational buildings, along with related equipment, furnishings, consumable supplies, etc. This includes those privately-owned, not-for-profit buildings and related equipment damaged or destroyed as a result of the incident.  This information is entered by the damage assessor.  A code of  -9999  represents cost unknown. This field is titled Bldgs & Equip on the hard copy form.

Public_ut
Explanation
Public_ut contains a dollar value representing an estimate of damages incurred by municipal and county owned facilities. This includes electrical distribution systems, water, and wastewater treatment facilities, sewage pump stations, wells, etc. This field can also contain estimates of damages incurred by private non-profit rural electric cooperatives, telephone companies, and other larger private non-profit entities.  This information is entered by the damage assessor.  A code of  -9999  represents cost unknown. This field is titled public utilities on the hard copy form.

Parks_rec
Explanation
Parks_rec contains a dollar value representing an estimate of damages to municipal and county owned recreational areas and equipment. This can include tennis courts, ball parks, recreational parks, school stadiums (not school buildings), swimming facilities, soccer fields, etc. This information is entered by the damage assessor. A code of -9999 represents "cost unknown". This field is titled parks & rec. & other on the hard copy form.

Est_damag
Explanation
Est_damag is a value that contains the sum up the following seven field values entered by the user: Debris, Protc_mea, Roads, Water, Bldgs_eqip, Public_ut, and Parks_rec. This calculation is performed by the application when a record is entered. If any of the seven field values equal -9999, no calculation is performed and  a value of -9999 is entered for Est_Damage. -9999 is a flag to warn user that damage did occur but costs are unknown at present time. This field is titled "total estimated damages" on the hard copy form.

Explanation
Insurance represents the dollar amount of insurance coverage for any of the described damages. This information is entered by the damage assessor.  A code of  -9999  represents unknown. This field is titled dollar amount insurance coverage on the hard copy form.

Est_unloss
Explanation
Est_loss represents total estimated uninsured looses. This field is calculated by the application when a record is entered. This value is derived by subtracting the value of  Insurance from Est_damage. If either Insurance or Est_damage values are  -9999 then this field will also be flagged for -9999.

Explanation
Dmg_descpt is a general description of the damage incurred at the site. This text is entered by the damage assessor.

Comments is a brief text description of damages not covered in any of the other field categories. This information, entered by the user, would indicate severe impact to the community its people, the economy, etc.
