ArcView 3.x Problems and
Solutions
It should be noted that the NOAA Coastal Services Center created the ENC Data
Handler using software originally developed by the Environmental Systems Research
Institute (ESRI). Certain ENC files, particularly ones that have been recently
updated, will not convert due to file inconsistencies. Below, you will find
a list of those ENCs. If you
encounter others that do not convert, please let
us know so that we can post them to this Web page.
The NOAA Coastal Services is currently working on a tool that will enable
ArcGIS users to quickly install the S-57 Data Model and other components so
that ENCs can be converted in the ArcGIS 8.3 environment. The executable should
be available from this Web site by late Winter 2004.

This error occurs when trying to convert the ENC using
the Data Handler.
A patch is now available that allows the complete conversion of these
cells. Replace the existing enc2shp.dll found in the ESRI\AV_GIS30\ARCVIEW\BIN32\
folder with the patch (it may be a good idea to make a copy of the
original enc2shp.dll file before replacing it with the patch file).

* It is important to note, however, that several of these cells also
have a problem displaying the associated shapefiles correctly. See
below for a way to manage this problem.

crash when using certain functions

The "Depth_area_polygons" and "Depth_contours" shapefiles
appear to possess errors and hinder the proper display of the ENC. As
a result, most of the themes are located in the upper right hand corner
of the view and a line extends across the entire view extent. Certain
Arcview functions will cause the application to close if performed after
the view is created. Zooming in on the view using the "magnifying
glass" button, for example, will cause the application to crash.
If the "Depth_area_polygons" and "Depth_contours" themes
are deleted immediately after the conversion, however, the rest of
the themes should be displayed correctly and all Arcview functions
(including the zoom tools) will work properly without causing the application
to crash.
At this time, the "Depth_area_polygons" and "Depth_contours" shapefiles
will not be able to be viewed properly for these cells. We are currently
investigating the source of this error and will post any updates on
this page as progress is made.

This error occurs shortly after the conversion of affected
cells. A prompt with the option to create a new view may be presented
after conversion, but the application freezes once the view selection
box appears.
The cause of this problem is unknown at this time. We are currently
investigating this error and will post any updates on this page as
progress is made.
