Within instructional design, a needs assessment is the first step in designing an effective training program. As stated earlier, matching products and services to potential customers also requires a needs assessment process. The design and development phase described below is a best attempt to show the common steps in any development process.

Needs Assessment

• Plan

Concept Design

• Create objectives
• Construct evaluation plan
• Develop basic specifications


Prototype and Test

• Create functional specifications
• List project phasing and steps
• Develop prototypes
• Field-test project


Implementation

• Put into service
• Collect evaluations from product users, students, etc.
• Incorporate changes and improvements


Evaluation

• Confirm that subject matter is correct
• Have stakeholders confirm adherence to established goals
• Review and incorporate feedback
