Draft Minutes
The Federal Geographic Data Committee’s (FGDC) Marine Boundary
Working Group (MBWG) met at the NOAA Coastal Services Center in Charleston,
SC on January 9, 2003. An agenda is included at the end of the minutes,
as is a list of items that were distributed at the meeting. Individuals
who wish to request copies of these items should contact David Stein at
Dave.Stein@noaa.gov.
Highlights
Cindy Fowler, NOAA CSC, welcomed everyone to the facility and called
the meeting to order. This was the sixth meeting of the MBWG. The objectives
of the meeting were to highlight some of the recent activities and programs
under way by members of the working group, identify areas for collaboration,
and hold a joint meeting with the FGDC Cadastral Subcommittee to discuss
common issues and work items.
Agenda Items
- Tidal Boundaries - Steve Gill; NOAA's Center for Operational Oceanographic
Products and Services (CO-OPS). Steve Gill gave an overview of NOAA's
Center for Operational Oceanographic Products and Services (CO-OPS)
tidal boundary work.
- Census Water Boundaries - Joe Marinucci; Department of the Census.
Joe Marinucci gave an overview about how the Census creates water boundaries.
- International Boundaries and Limits - taxonomy and metadata -
Raymond Milefsky, Department of State. Ray Milefsy presented his
work on developing taxonomy for international maritime limits. The taxonomy
is analogous to data content for marine boundaries. It was noted that
there are similarities between his project and the work the MBWG is
engaged in with the Cadastral Subcommittee. An action items will be
to look into what we can do to harmonize the standard taxonomy for international
maritime limits and the Cadastral Data Content Standard.
- Group discussion on the "marine cadastre." The MBWG took this opportunity to discuss our joint meeting with the Cadastral Subcommittee. Since Bob Dahl and Doug Vandegraft are members of both the MBWG and the Cadastral Subcommittee, they agreed to speak about commonalities and differences between our groups. Cindy Fowler and Lee Thormahlen were also planning to address the Cadastral Subcommittee. It was noted that the goal of the joint meeting is to find common ground between the two groups. It was also noted that most of the Cadastral Subcommittee isn't concerned with marine issues, and those who are, don't really see a distinction between the two cadastres.
- Next Meeting.The next meeting will be held in the late Spring/early Summer timeframe in the Washington D.C. area.

Action: Determine if and where harmonization can occur between
taxonomy for international maritime limits and the Cadastral Data Content
Standard
