From the Director


How has coastal resource management changed since the events of September 11, 2001? This is the question that we are going to be putting to you over the next two months. Your answers will make up a special March/April 2002 edition of Coastal Services.

We asked you about doing this special edition in the November/December 2001 issue. Many of you responded, and we are grateful that you took the time to let us know your thoughts. A few readers didn't think questioning our role in these uncertain times was a good idea, or would even be relevant. But the majority thought it would be helpful to focus at least an article, if not a whole edition, on this topic.

You also told us to wait. Trying to pull something together for the January/February edition would be too soon after the tragic events of that emotional Tuesday morning. Everyone wanted time to see what would happen next, and to reflect on what these events might mean.

We listened. This edition of Coastal Services is business as usual. The cover story takes a look at the ramifications for coastal managers of a recent U.S. Supreme Court decision on a Rhode Island takings case.

We show you how coastal management money is being used to develop environmentally friendly solutions for eliminating landfill discharge in North Carolina, and is preserving farmland in Pennsylvania. We examine TeamOcean, an outreach program targeting sea kayakers in the Monterey Bay National Marine Sanctuary, and share information on uses of remote sensing and training opportunities here at the Coastal Services Center.

We would like to ask again to hear from you. While we will be contacting many of you to request interviews for the upcoming special edition, our editorial staff would like to know if you have experienced or anticipate any changes. Even if the answer is that nothing has changed, your feedback will ensure that this edition reflects our nation's coastal management community.
