Abstract:
Tax Assessor's maps were obtained from the Lincoln County Tax Assessor. The maps were digitized using ARCInfo. Once digitized , each individual map was then referenced to the 1983 State Plane Coordinate System using ground control points provided by the Lincoln County Surveyor. Once, referenced, the maps were 'rubbersheeted' on top of the aerial photographs Finally, the tax lot maps were joined together using ArcView to create one continuous coverage for each geographic subarea.
Purpose:
The' Chronic Coastal Natural Hazards Geographic Information System' (CNHGIS) is a database, decision support and tracking system intended to assist city and county planners, state agency representatives, and others involved in the management of chronic coastal natural hazards

Process_Description:
Assessor's maps were obtained from the Lincoln County Tax Assessor. They were at scales of:1200,1:2400, and 1:4800. The maps were digitized using ARCInfo. Once digitized , each individual map was then referenced to the 1983 State Plane Coordinate System using ground control points provided by the Lincoln County Surveyor. Once, referenced, the maps were 'rubbersheeted' on top of the aerial photographs (via ArcInfo links and the ADJUST command) . Rubbersheeting also involved moving tax lot boundaries to better 'fit' what was believed to be an accurate orthophoto base by dragging (but not stretching) tax lot boundaries. Reasons for this secondary adjustment are: that many straight tax lot boundaries had become contorted through using the ADJUST command; and that dragging polygons allows local fine tuning of a coverage without risk of affecting neighboring tax lots. Simple replacement was performed in ArcEdit where tax lot boundaries were obviously in error. Finally, the tax lot maps were joined together using ArcView to create one continuous coverage for each geographic subarea. Using information obtained from the City of Newport and Lincoln County Planning Departments, zoning maps for each geographic subarea were developed by following the same procedure.
